Highly Qualified Teacher Definition |
Title IX, Sec. 9101 – Definitions
– teacher quality hinges on content knowledge and

tests). Does not require pre-service clinical
experience or a performance assessment. |

– maintains the current definition in regard to
expected content and pedagogical knowledge. Amends
the definition to address out-of-field teaching in
